Ok everone please help I'm on the fahr outpost I have done everything up to this point and everytime I talk to green bomb guy he keeps saying it's a nice day I even tried with bobbery

May just be a glitch. Try either resetting the game, or unplugging and re plugging in your gamecube. Also make sure you didn't forget to hold the last crystal star up at the thousand year door and waited for frankly to tell you to go to fahr outpost.
