??? What Elder? You have to talk to the mayor (green with mustache). Then you have to talk to Goldbob in Poshley Heights (the little orange bob-omb's father). Then you have to find General White. He's harder to find. You have to go to:
Petalburg (talk to the Koopa nearest the entrance to Petal Meadows), then
The island where you got shipwrecked on (talk to the Bob-omb at the camp), then
The Great Tree (talk to the 1st Puni), then
Twilight Town (talk to someone...), then
...Back to Fahr Outpost (talk to the Mayor).
General White will appear in the background! Go into the hut, then keep trying to wake him up (you will eventually). That's all!
