First of all his name is bobbery.

Second he is in eastern rogueport.

Go to the bridge and hover over it with yoshi. then jump on the crates to the cieling.

Use Yoshi to hover over a gap between the house you are on to the house to the left of you.

Use tube mode and roll down the chimney. you'll fall in a room with bobbery in it. talk to him then go to the inn and talk to the bartender on the bottom floor.

He'll give you a love letter from bobbery's dead wife. go back to bobberyand give him the letter.

He'll then follow you to flavio's ship and of you go!

Oh and FYI he's not in your party yet.
