Try doing outruns to get visual parts to make your rating better. If you already have, try double-checking all the shops for new parts. If that still doesn't work, you can try adding a bunch of layers of vinyls.

Level 4, you can get Unique Spoilers, unique performance upgrades and unique vinyls by doing outruns, so get those. Then, get more expensive parts and that you've unlocked later and also look for hidden shops which get you even more parts.
