I still can't buy the 30th story form anko because she says she has no goods prepared so how do I get it.

I'm not sure but I think you have to get Orochimaru($50,000) first.

Get first in time attack and survival mode to unlock orochimaru, and after you buy him the 30th story will be unlocked

You have to unlock Sharingan Sasuke which is the last secret character.
