You need to get the Bandana, to get it you have complete the game without submiting to Ocelot's torture. Then in the final cutscene Meryl will find a Bandana on the snow speeder.
Then when you load up your new game if you go into your items you will see the Bandana in there, equip it and it will give you infinity ammo and you won't have to reload.
