I don't really know, because I never took the time to collect them. But I did a little looking for you and I have come up with two POSSIBLE ideas on what they do:
1.) Like the other Metal Gear games, they might give you special items when you beat the game with a certain amount of dog tags collected. (like the sneaking suit, the bandanna, or alternate costumes).
2.) I've also heard that they do nothing but boost your ego. The only thing that they may do is increase your rank when you beat the game. That's it.
