Get a good combo for your team, then go to Mirror Mode, and get 1st place in Star Cup.

First, get 1st Place in the All-Cup Tour on 150cc to unlock Mirror Mode, then get 1st Place in the Star Cup on Mirror Mode to unlock Petey Piranha, King Boo and the Piranha Pipes Kart (Petey Piranha's Kart)! Good Luck =D

In Mirror Mode, you must get 1st on I believe Star Cup. Hope I helped!

Petey can be unlocked with Kind Boo. Do a certain cup to get it.
