I believe you are referring to "Sand People" or Tusken Raiders, or even the misconception of "Sand People" as referring to Jawas. Both are originally from Eps. IV, V and VI, and are therefore available for play in "LEGO Star Wars II: The Original Trilogy."

"LEGO Star Wars" ie. number one, has the player playing Eps. I, II, and III, and even though Sand People do appear in Episode II, and create a major turning point in Anakin's life, the storyline focus of the game's Ep. II exudes the Sand People from any and all focus, as they do not even appear in a single cutscene.
