Some time in the 2nd chapter or year (not sure which is which n/e more) Van will sell it to you simple as that.

Well some time either in year 1 or2 van will sell a goat and give you a goat milker!
You buy it from Van (the big fat ugly van) in the 3rd chapter. DONT BUY THE GOAT!!! IT WILL ONLY GIVE YOU MILK FOR 40 DAYS THEN IT WILL STOP!!! You can't get it pregnant again, you can't sell it, and it is really really really really really really hard to kill.
