I don't understand that first part but yes you can get a cat sometime in the 2nd or 3rd chapter romoana comes to your house and asks if you want a cat because she can't care for it say yes and you get a black cat. Hope that helped

Chapter 2 is 2 years and you get a cat in fall of year 2 from romana
