When you go past someone who is your friend, they will literally turn their head and watch you go past. To get people to be your friends, give them things hey like. Check out a walkthrough to figure out what all the characters like to recieve.

Most people like things such as milk and flowers but others like different things as presents. I hope that helps on how to make friends.People WHOLE head will turn if youre close but some people in later chapters have odd heads and they might turn it about half way...
Just a tip: The people have to be WALKING to turn their heads. They will not look at you if they are standing still.
