I have beaten everyone 5 times but I can't seem to find duke devlin anywhere please help me.

The reason you can't find Duke may be that you've forgotten to beat some people. You have to beat the following people as well as the normal ones:
The Ghouls
Marik - Beat all of the Ghouls and you will go to the Ghoul's Hideout. He will be at the end.
Shadi - Beat Marik.
Mokuba - Lose 5 times in a row.
Pegasus - Get the Toon World Card from the Blue-Eyes Toon Dragon pack (which you get when you reach 10,000 points) or use the code to get it: 15259703.
Bandit Keith: Beat everyone 5 times more than you lose to them.
After you've beaten all these guys, plus the normal ones, you should find Duke.
