OK I've gotten to tsunami but it won't let me play him. My duelist level is 999. What do I do?

OK this is very simple what you have to do is yoy have to beat two dulists there in order to face him I suggest fighting the couple and the little kid but before you face mako duel joey a few times cause yo can get some awsome cards like Gilford the Lightning, Aligators Sword, Rocket Warrior and even a Gemini Elf if you duel enough PEACE OUT
You need to beat all the other people around were he is and if you need help with anything talk to me because I beat the game.
