How do you beat the guy at the aquarium?

To beat Mako use a lost of thunder monsters but watch out for his Fortess Whal.

Well, it's kind of a tricky duel actually.

You should have plenty of Thunder-type Summon Monsters in your Deck. But make sure you have a few Wind-type Summon Monsters as well as Mako's Penguin Knight will beat up all of your Thunder-type Summon Monsters because the little penguin guy is an Earth-type Summon Monster! Using a Wind-type Summon Monster will make short work of his Penguin Knight.

I'd use a Mountain Magic Card as well, as it will turn the field into a terrain that still suits your Thunder Monsters, but not Mako's! Don't forget to add in a few more Magic and Trap Cards for backup!

Hope I helped! Go make Mako drown in his own pool!
