First of all, you have to beat a least one ghoul from each place on the map except the park. Make sure you have a good deck though, some of them are pretty good. After you have done this go to the park where Weevil will be dueling Dark Bandit Kieth. Weevil loses and you have to face Bandit Kieth. After you beat him go to Grandpa's toy shop, there you'll meet Yugi. You must go to Kaiba Korp then to the building. You have to then choose who to face, Lumis or Umbra. Careful who you choose, they are both extremely skilled. After you beat them with Yugi, Mokuba says you can find his bro at the art museum. Go there and talk to Seto. Then you can go to the pier where you have to duel Bandit Kieth again. Careful, he;s stronger than before, beat him and you have to face dark Joey, he's pretty good.

Thats how to get to the pier, hope this helps.
