If on game boy advance urbz sims in the city is the same as on nintendo ds or play station two I can help if not sorry I dont like conversations on here.
You're probably at the wrong dumpster. Go to the one right next to the university. The yellow arrow should show up right next to it. The plans will instantly go in your pocket, AND I WON'T COME BACK OUT!! So wait until you really need it to go and put it in your pocket!
Ok there are no splicer island plans on this version. You have to get the ds version of this game. Only reason I know is that I have the ds version and I have beatin it. Hope this helps.
