To get them you have to unlock the fan boat. When you do go to glass town and find the steps near the apartment biulding. When you do that head out intill you find these bobbers when you see them go right intill you see a small island with a dock with these little creatures popping in and out of a whole. Get one and you will be finished with finding them.
