Question for The Urbz : Sims in the City

I've completed the last goals on level 5 and beaten daddy b but the phone booth in sim quarter onli makes fone calls to friends still how do I change that??????????????? Plz help!!!!!!!!!!!!!!!!!!!!!!!!
