Heres my way:
Press start and go to the place where it tells you your Popularity.
Look at the lowest person of Friends.Cheer up and make this person your
Best friend(if the lowest is Daddy.B,dont talk to him or annoy him,because your popularity will get lower).Keep doing this until everyone is 100% of your friend(except Daddy.B).Now you should have 100% pop.

just find out who's in your rep group, get 100-75 rep with all of them and get 100- 75 with all the leaders and nearly everyone!

The only way to increase it is to talk to people however it rises quicker if you buy increase evryones relationship by 6 but one person will go down to -100 and then go to the person who has gone down to -100 and befreind them until it is a 100 then your popularity should be 100
