Where's the fan boat?? Do you need it to find the dancing nutria? I tried the city apartment but I can't find any staircase!!! Is it on the top foor ar the ground one?

The fan boat is in glasstown, if your in the sim quater go into glasstown and directly on the right there is a stair case going down it is not in the city appartment but next to the city appartment you will see a boat and find paradise island, the boat is very difficult to control. paridise island is near the boyou
