I was given the task of capturing the dancing Nutria before finding someone to write the letter. I found Gramma Hattie, figuring the person to write the letter would be her, but who do I talk to to deliver it? And is that when I can go to Paradise Island and get the dancing nNutria?

1. You can't get the dancing Nutria if you don't do that whole POP 40%.
You need the fanboat. And just so you know in the next level you have to get POP 70% so keep it up I beat the game!
Talk to the sleeping boy in the university, and get 40% popularity then he will deliver the letter.
