Well, if you unlocked GLASSTOWN go to the end of the CARNIVAL where the slot machine.Go at about 3:00 am you will have to wait till 4:00am.
If you unlocked the Bayou and got realationship 100 with Det Dan D. Man, go to the police place there will be a hole where the Misty waters sign was leave your house at about 5:40am you'll have to wait until 6:00am.
Here is a list of places where to find him and when:
1am-2am: Use your time machine to travel to Nov. 29 1984
2am-3am: The top right corner of the carnival
4am-5am: The small island to the East of Paradise Island
6am-7am: Tunnel between the Jail & the Dark Tree
10am-11am: The centre room in Moonbase Zeta (Play Multi Player to unlock it!)
