Well what happened to me was that after the free boo mission I went to look for someone to talk to, to get onto the next mission I went to the carnival (late at night) and I went to the top right hand corner and then you see a ninja and he or she smoke bombs you and then your in Daddy Bigbucks's lab and that is where the next mission starts.
