Through the steam tunnels. It's the ladder in a dead end as far west as you can go.

1.You go the west side of town around were the bar is.
2.Once you get there go down until you leave the area.
3.There will be 2 ways to go down or left go left.
4.you will see a sewer hatchgo into it.(you need a crow bar)
5.Once you are down there go west and wala you at the haunted house.
