Do I ever move out of the Clock Tower? And if I do then when do I move out?

You have to complete all of the goals for that level. Then Uncle Hayseed will tell you what to do after that. Also after the Clock Tower, you move into the Waterfront Villa, then the big mansion down the road from the bar. Hope this helps!
