Okay so...im suck! On the third level..5th block..how do I find the city blueprints and lower the maintenance ladders?!?! And how do I start the 6th block of the third level?! Pleeeaasseee tell me!!!!

In the clock tower, where you live go inside your house and where the stairs are there should be a wooden opening, climb down it and in the middle of the room there will be blueprints.

You get the crow bar from uncle hayseed then go to your home in the clock tower and go by the stairs and press A you will then be in a room and the blueprint is in that room on the floor pick it up and take it to Gyosepi then go past the library there are road construction signs and caution cones on the corner when you dee the manhole it will have a red flashing arrow over it press A and you will be in the sewers once there you will find a button on the floor step on it and you have lowered the ladders then go and see Gyosepi again
