To find blue truffles, you need to have the hunt and dig commands. (Not tricks) When you tell the pet to hunt, it will sniff around on the ground going straight to any one recyclable in the area that hasn't been picked up. The pet will just sniff around changing directions if there is nothing in the area. When the pet finds something it will stop and hold a pose. Then tell it to dig on that spot. (if the pet doesn't dig, it is because you are in the way, so move to the other side of the pet) What it digs up may be a blue truffle or one of the other recycleables.
As for the ruby penguins, I have only received them by buying mystery items from Hugo. But I assume that you can also dig them up.
