I don't understand your first question but i can help you with the second one.
You have to go north past where the witchs house is to the river. You shoud be able to walk on certain parts of the water. Keep seaching until you find a pass that leads to a dead end. a giant zora will pop up offering you the flippers at the cost of 500 rupees. I can't help you with how to get that much quickly but good luck.
