If it is the wizard Agahnim you are talking about, you have to reflect his magic to him using your sword. But when he stands in the center at the back of the room he is about to zap you with his thunder bolts, in that case you should step away and stay really close to him where it can't get to you

Use his attacks against him. I mean hit his beams back at him but watch out for his thunder attack.

Take the bug catching net and when he shoots fire balls swing the net at them and they will bounce back.
