Go into the forest in the light world and you will find a mushroom. Take it to the witch and use it by her and she will start to go crazy stiring and she'll say come back later I'm pretty sure. So just go into the shop then come back out and talk to her she will have it ready for you.

Go into the forest and find the mushroom. Bring it to the witch and come back later to get the powder.
