Where can you find a latias and how can you catch a rayquaza I'm a bit new to this game still

To get Latias it's only by chance but to get rayquaza you have to beat the elite four then get a mach bike first. Next go to Pacifilog town and go to the east for a bit. Go through the rocks and enter the building. At the top there will be raquaza and it will be at lv 70.
