How many Pokemon do I have to catch to get the national pokedex?

Just for Hoenn? All of them. That's to COMPLETE it, but, you just have to see them all to have the hoenn dex. If you want the full pokedex then I think it's 386 Pokemon. That's including those from leaf and fire, and special event legendaries.

You start with the national dex in that game I believe

You have to trade with Emerald to get the National dex.
