Question for Pokemon Sapphire

I had just read a topic on walkthroughs and how to catch feebas so I flew to fortree city and walk to route 119,and then the sky red,like lightning or something,in a pattern like in twos or threes and each one is like snap,snap and then it finishes slowly and then theres a boom and there's a 12 second pause between flashes and the first time I heard a Pokemon growl,I was wondering is it a glitch or is it a rare Pokemon or what,could someone tell me??

Once before that I heard a growl on route 120(or wer ever the lad who can't get up wit his bike is) and there was what looked like a metal box so I went near but a trainer battled me and wen I came out of the battle the metal box thing was gone what is this aswell??please answer me I want to know what this is,if it's normal tel as I haven't played it in ages so I can't remember.

I now know the first paragraph is just normal in the ame play, but I still have no explaination of the second bit, I think it might just be a glitch.
