It doesn't evolve by level. It evolves by happiness.
Togepi doesnt have a certain level of evolving
It will only evolve if it likes you alot
So make it love you then lvl it up once and it will become togetic
You evovle togepi through friendship. Jive it alot of items and make it grow 1 level.
You must make your togepi like you a lot to make him evolve
Togepi does but only when it loves you as in put it in battle after then next move switch it out I got it to evolve at lvl 14 by doing this latest lvl 30 though but it works. Not fast but it works and it evovles into togatic
