In Sapphire you can only get
Lotad
Sableye
Seviper
Lunatone
Latias
In Ruby you can only get
Seedot
Mawille
Zangoose
Solrock
Latios
The pokemon you can only obtain in Ruby are seedot, nuzleaf, shiftry, mawhile, zangoose, solrock, latios and groudon. The pokemon which only appear in Sapphire are lotad, lombre, ludicolo, sableye, seviper, lunatone, latias and kyogre.
