I have sapphire and where do I find staru??? And how do I get a crobat???

Catch a Staru on the way to the Elite four. To get Crobat evolve Golbat.

Go to Lillycove, surf of the coast, but not into the next route. Use your super rod(I think) to find a staryu. As for a crobat, you need to get a golbat, make it fully like you. When it does, it will evolve on the next level. Advice: Make it hold the soothe bell, don't let it faint, give it lots of proteins, irons carbos' etc.

You go to the middle of the sea and move around for half an hour an crobat you have to evolve a gold bat.
