Question for Pokemon Sapphire

I need some help.

1.What level should my Pokemon be when I try to catch Raquaza?

2.How do I get the 3 Reis?

3.What level does wailmer evolve at?

4.After you face Latios or whatever dragon type is in saphire and if it runs away, can I still catch it?

1) At least at or above 70.
2) Go to the ruins near Slateport and use Dig, blah blah blah. The cave should open and you'll find out how to get into each cave. I can tell you that google has a braile translator for you.
3) Level 40.
4) Yes you can. And it's Latias in Sapphire.
