Ok I'll tell you were to find cut you can find cut at the cutters house at rustborro city. You will find his house at the bottom left hand corner of that city.
In Rustboro City, to the west of the Pokemon Center is a house. Talk to the man there to get Cut. You won't be able to use it outside of battle until you beat the Gym Leader in town.
Jesus Christ! There's a man in rustborought that will give you it...just find him in some houses
Far out you can find a man in rustburro town in the bottom left corner.
