Route 117 don't use repels or anything just keep searching and go into the daycare if he isnt 1 of the first 5 Pokemon you see.

Use a lot of max repels...mostly in the watery areas

You have to beat the Elite 4 first. Then it appears randomly, just go in grass and water to try and find it.

I've foung it alot of times but what I noticed was I found it five times in the water and once in a cave.( I know really weird whats it doing in a cave )

Have a heck load of Max Repels. Roam around the grassy areas. That's all because after a lot of searching, you'll find it.

Use max repels near watery areas.

It moves every time you go in a building,new town or city,and when you enter a new route.
