Go into the Hyper Rank Contest Hall and talk to the little girl on the left as you walk in.

In Mauville there is a woman in a house who wants to send letters or something to slateport or rustboro, give her some harbour mail and she will give you a coin case.

What are you, stupid? You have to go to Slateport City and go into the pokemon contest house. There will be a little girl there, talk to her and she will give you the pokeblock case.
