Go to Sootipolis and surf to the left side of the city go past the mart and follow the path until you find a cave p.s buy loads of ultra balls and timer balls because kyorge is level 40 or 45 depends.

Kick the Magmas or Aquas out of the Seafloor Cavern first, and then go to Sootopolis City.
