The braile is those dots on the walls. You need to have a Relicanth in the last slot of your party, and Wailord up front in the lead spot. Then in the big Braile room, you need to use Dig, then you will unlock the secret to unlocking the Regi's caves.

In the first room, it has a bunch of dirt piles or whatever they are, that's the Braille Alphabet. Go from the 1st one on the left That would be A, B & C maybe D too, down the column, then up to the top and down the next column, and you'll have the whole Braille Alphabet (the 2 lumps on the right side are a comma and a period.) and that should make it so you can translate all the other stuff you need to do because it's all in Braille! Then in the next room you need to read from the left top one then the right top one, middle left, middle right, then last left, then last right, then the one at the very top last(this is the really important one). That will tell you how to open the 3 chambers across Hoenn. When you go to each, you'll need to find an inscription and then do it to get into the chamber where each Regi is. First catch a wailord and a relicanth then but the relicanth in the top of your party then but your wailord in the bottom then go surf some where near pocifilog town then use dive the you will see this brail go in front of it then use dive then you will be in a cave go up to the end then use cut in front of the brail then go up to the end of the new room then press a. Once it say something opened up the regi doors are open. Regi ice is near granite cave regirock is in the dessert and regi steel is in the ruins near lilicove town.
