Well, to get to Sootopolis Town you need Dive and Surf.

Go to Mossdeep Town And go to the last place you can get on the water on the right, use Surf And Keep Going down you will see a a Big Path of dark water near the place where you find Kyogre for the first time use dive There and go straight down until you find a cavern enter it and get out of the water there you will be in Sootopolis Town And Waterfall move is In Origin Cave In the part where you need Flash.

Does that answer your question good!

Thats all from me bye!!!!!!

Defeat Liza and Tate and talk to Steven in his home, whereas he will give you HM08 (Dive). Then, go to the Seafloor Cavern and chase the Magmas or Aquas out. Then, use Dive on Route 126 and continue until you come to a hole. Go in, resurface, and you will be in Sootopolis. The Cave of Origin is at the rear of the town, and that's where you pick up HM07 (Waterfall); you need to defeat or capture Kyogre or Groudon and defeat Wallace to use it.

Well I am not very good at giving directions but I will try to answer your question. You go to Lilycove City and make sure you have a pokemon that knows Surf and Dive. You go to the beach part of Lilycove and you use Surf. Go right and then check your map to see if you are above a dot with dark blue surrounding it. Go down until you see long diving spot and you see white rocks. Use dive. Go until you see a cave go in the cave and use dive to get out. Keep on going foward and TA-DA you are in Sootopolis City. As for your second question you get the hm waterfall in the cave of origin located on the left side of the gym. You wont have much trouble getting it.
