Question for Pokemon Sapphire

I may have already asked this, but I can't find it, so ill do it now

OK, I didnt get a fishing rod in dewford, now the guy that has the ship to take me there isnt in slateport or his home...i have surf, but can't use it if I don't have the fishing rod to catch a Pokemon that can learn surf right? Should I start over the whole game? Help..

Lucky for you, hope is not at all lost Smile !
You can catch a Marill on Rte. 117 and teach it Surf (provided you have Rock Smash to get through Rusturf Tunnel!) or catch a Lotad on Rte. 102.

If you have a Zigzagoon, it can learn Surf. O.o
