How do you rais a pokemon's happiness?

Well, automatically, if it is the first pok� in your party, but it might take a while.
Just put that Pokemon you want to raise happiness of first in your party, go to any route or town and just stand there for an hour or two, then it's happiness will be raised to the max.

You can raise it by training it, giving it Calcium, Protein, etc., walking with it a lot, and getting it a haircut (but that's only in FR and LG)
Just train it, don't get it poison etc, leave it at the ....of your party.
