I'm trying to evolve my azurill and I talked to the chick in verdanturf and she says it's really happy and it wont take anymore pokeblocks why won't it evolve?

When it say it like you so much, it coudnlt possibly love than now, it 's happy beyon words etc. Just go to the elite 4 and give azuril the exp.share and keep battling till it evolves.
