Question for Pokemon Sapphire

Hi, I've been playing these games since they game out in the states, but have one question; how can I get max DV's? (for R/S/E.) I've looked everywhere for these codes and have no luck, does anyone know them? I have no intention of using Pokemon with 999 stats, I just want good genes...thanks alot!
