Is there another chance to get Kyogre, Like trading?
Also is there a way to get Mewtwo?

You can trade from another sapphire game or emerald and you have to cheat to get mewtwo

Well yeah,if you have a friend who has a Kyogre,then you can trade.
No you cannot get Mewtwo,unless you use cheating device.

Yes you can trade with someone who has a Kyogre but there is no point really. I caught my Kyogre with an Ultra Ball. So if you are thinking on catching Kyogre, just string out the battle (for about 10-20 minutes) and keep using Ultra Balls and Timer Balls.
(You can buy Timer Balls in Rustburo City). Mewtwo you cannot get unless you cheat on Sapphire, BUT it can be traded from Leaf Green or Fire Red if that person has caught Mewtwo on their game. If you can't get in contact with a Leaf Green/Fire Red game, then I am sorry, apart from cheating, Mewtwo can't be caught. Hope I helped

Yes you can trade to get another Kyogre and you can get Mewtwo by trading with Fire Red or Leaf Green.

There is a way to get mewtwo.
You can get someone to trade it from fire red or leaf green, once they have gotten the hm waterfall and done the things in the seven islands.
Another way you can get mewtwo is get it from leaf green or fire red, trade it to emerald. Clone it then trade from emerald to your game. I did that:D

Yes you can trade it.
You can trade Mewtwo from Pokemon LeafGreen and FireRed.
