I was wondering is it possible 2 get mew2 in this game and is it true that in saphire you can clone pokemon

You can't clone Pokemon in Sapphire and you can't get Mewtwo unless you trade with Pokemon FireRed or LeafGreen.

Nope you can't get mewtwo in Saphhire, only in Fire Red and Leaf Green versions. And you can't clone Pokemon is Sapphire either, you can only clone gameboy advance Pokemon on Emerald version.
